Internet Explorer is a service that comes pre-installed on your Windows OS. It's first released was in a package for Windows 95. If you have problems in using this service, I suggest you visit the following website, and download the latest version for the software compatible with your OS. To install the update, you don't need to uninstall the previous version.
You can also try to run the troubleshooter for Internet Explorer that can be found on the following official website.
You need to identify your laptop on the TOSHIBA Support page and you will find the application listed in the Software category. Make sure to select the exact model of your laptop. You have all the identification details on the back of your laptop.
